Manchester police sign on dotted line for new HQ


The transaction to create the £35m Divisional Headquarters for Greater Manchester Police has must been officially completed in Goodman’s Central Park, with an official opening date set for the autumn of 2011.

The contract follows last year’s agreement with the Greater Manchester Police Authority that their new headquarters will be located at the park covering 240,000 sq ft.

The headquarters will be designed by Aedas and offer a contemporary office space setting that is high quality, and built to stay attractive and welcoming to the public, while clearly maintaining its identity as a police headquarters offices.

The development will be constructed with sustainability in mind, including features such as Photovoltaic Colts, Ground Source Heating and Cooling, Rainwater Harvesting, and Combined Heat and Power.

Director at Ask Developments which was responsible for the deal, David Burkinshaw, stated that Ask:Goodman is glad that the deal with the GMPA has finally closed and that securing another police HQ building shows the Park is moving forward.

Director of Goodman’s UK Business Parks, James Raven, stated that the final approval for the divisional headquarters of the GMPA will certainly put Manchester Central Park on the map. With both the Divisional Headquarters and Force Headquarters on the same shared office property it is obvious that public service sector office space is in need of new locations in place of older aging facilities.

He continued to state that with the Metrolink coming in 2011 and the large amount of activity happening this year, Central Park is proving that it is a great business location for companies to consider.

Company Fined for Lack of Fire Safety Measures in its Premises

Businesses unmindful of fire safety in their premises had better watch out! In a recent prosecution, Southampton-based ATS Euromaster has been fined £7,500 for not having proper fire safety measures in its workplace.

Fire Safety Officers from Hampshire Fire and Rescue Services (HFRS) in a recent visit to the company’s premises found that ATS Euromaster had violated the Regulatory Reform (Fire Safety) Order 2005 by ignoring proper installation of fire safety measures.

It was found that there was a major obstruction in one fire exit of the building, and no proper lighting in another such exit. Alarm systems had not been installed and no proper risk assessment was carried out. Moreover, proper training on fire safety was not given to the manager.

The company faces individual penalties for each of these acts of negligence, with penalty amount ranging from £1,000 to £2,000.

According to Head of Community Safety for HFRS Steve Hamm, the case would make businesses and organizations seriously think about implementing fire safety measures within their premises. Hamm added that HFRS lays utmost importance to public safety, and that the organization believes that the recent prosecution will force companies to be more responsible towards the safety of their employees and comply with safety laws to avert any untoward incident caused by fire.

The company was sentenced by District Judge Callaway on 14 December. Prior to that, on 2 November, the company pleaded guilty to the charges brought against it at Southampton Magistrates’ Court.

A spokesperson for ATS Euromaster stated that the company has had an excellent record of accomplishment with regard to health and safety policies. He added that it was quite unfortunate that flaws were detected by the inspectors within the premises. He was quick to add that the company took corrective measures immediately after contraventions of fire safety measures were detected.

Military Staff Can Claim Compensation through AFCS

The importance and utility of the Armed Forces Compensation Scheme (AFCS) provisions was underlined through an accident that left an army Captain seriously injured. He was subsequently awarded damages under this scheme.

The Captain had returned to the UK from his duties in Iraq. He was picked up by a soldier from the airport and was being driven to his barracks in a car. On the way, the soldier fell asleep at the wheel, causing the vehicle to veer out of control and crash into a HGV. The Captain’s seat was so badly caught in the mangled remains of the car that he had to be cut out of the vehicle by fire fighters.

The Captain was seriously injured in the accident that left him with two fractures in the left leg and a torn knee ligament. He lost use of the little finger in his left hand and has to contend with back and chest pains. The fractures have also caused Deep Vein Thrombosis, which is a condition that will need continuous lifelong medical treatment.

Following this incident, the Captain filed a case against the armed forces for compensation in accordance with the provisions of the AFCS law. To ensure that his claim is admissible under these provisions, he had to prove that the armed forces were responsible for the accident by negligence. Subsequent to court proceedings, the captain has been awarded £150,000 as compensation as a civil payout.

The AFCS has been in force since 2005 and it enables armed forces personnel to claim compensation for injuries suffered outside war. This covers all Regular and Reserve Force members. While an injured person can claim compensation for any ill health, injury or disability under AFCS as well as civil law, the compensation awarded through one affects the other.
